LATEST GUIDELINES ON PAN – AADHAR LINKING
Dated 25.12.2025 : The latest guidelines for PAN-Aadhaar linking are centered around a critical deadline: December 31, 2025. This date is particularly important for individuals who were allotted a PAN using an Aadhaar Enrolment ID (AEID) before October 1, 2024.
As per recent notifications (including Notification No. 26/2025), the rules for linking depend on your specific situation:
- AEID Category (Free Linking): If your PAN was issued based on an Aadhaar Enrolment ID before October 1, 2024, you have until December 31, 2025, to link it for free.
- Standard Category (Penalty Linking): For most others who missed the original June 2023 deadline, you can still link your PAN by paying a late fee of ₹1,000 via the e-Filing portal.
Note : PAN & Aadhaar not linked and you were allotted PAN before July 1, 2017, you will likely need to pay the ₹1,000 fee first. Please note that it can take 4–5 working days for the payment to reflect in the system before you can complete the linking request.
- New Applicants: From July 1, 2025, Aadhaar authentication has become mandatory for all new PAN applications, meaning linking is now automatic for new users.
How to Link (Online & SMS)
- Income Tax Portal: Go to “Quick Links” > Link Aadhaar. Enter your PAN and Aadhaar number. If a fee is required, pay the ₹1,000 via “e-Pay Tax” first.
- SMS Method: Send an SMS from your registered mobile number in the format: UIDPAN <12-digit Aadhaar> <10-digit PAN> to 567678 or 56161.
- Data Match: Your Name, Date of Birth, and Gender must match exactly on both documents. If there is a mismatch, the linking will fail until you correct one of the documents.
Consequences of an “Inoperative” PAN
If your PAN is not linked by the deadline, it will be declared inoperative starting January 1, 2026. This is more than just a “deactivated” card; it carries severe financial restrictions:
- Higher Tax Deductions (TDS/TCS): Tax will be deducted at the highest possible rate (often 20%) on your salary, interest, or other income.
- Frozen Refunds: Any pending income tax refunds will not be issued, and no interest will be paid on refunds for the period the PAN remains inoperative.
- Blocked ITR Filings: You will be unable to file your Income Tax Returns (ITR) or verify pending returns.
- Banking & Investment Barriers: You cannot open new bank accounts, apply for credit cards, or invest in mutual funds/stocks. High-value cash deposits (above ₹50,000) may also be blocked.
- Penalties: Under Section 272B, using or quoting an inoperative PAN in transactions where PAN is mandatory can attract a penalty of ₹10,000 per transaction.
Who is Exempt?
The mandatory linking requirement does not apply to:
- Non-Resident Indians (NRIs).
- Individuals who are not citizens of India.
- Super Senior Citizens (aged 80 years or above).
- Residents of Assam, Meghalaya, and Jammu & Kashmir
HOW TO VERIFY PAN -AADHAR LINKING STATUS ?
Checking your PAN-Aadhaar link status is quick and can be done in about two minutes. Since today is December 25, 2025, you have exactly 6 days to ensure your linking is complete before the December 31 deadline.Here are the three ways to check your status:
1. Online via Income Tax Portal (No Login Required)
This is the fastest way to check without needing a password.
- Step 1: Visit the Income Tax e-Filing Portal.
- Step 2: On the homepage, look for the “Quick Links” section on the left.
- Step 3: Click on “Link Aadhaar Status.”
- Step 4: Enter your 10-digit PAN and 12-digit Aadhaar Number.
- Step 5: Click on “View Link Aadhaar Status.”
2. Online via Income Tax Portal (After Logging In)
Use this if you want to see more details in your profile.
- Step 1: Log in to your account on the e-Filing portal using your PAN/Aadhaar as the User ID.
- Step 2: On your Dashboard, look for the “Link Aadhaar Status” tab.
- Step 3: Alternatively, go to “My Profile” and select “Link Aadhaar Status.”
- Step 4: If linked, it will show: “Your PAN is already linked to given Aadhaar.”
3. Check via SMS
If you don’t have internet access, you can use this offline method:
- Compose an SMS in this format: UIDPAN <12-digit Aadhaar> <10-digit PAN>
- Example: UIDPAN 123456789012 ABCDE1234F
- Send it to 567678 or 56161 from your registered mobile number.
- You will receive an SMS reply stating whether the two are already associated in the database.
CONSEQUENCES OF NOT LINKING AADHAAR WITH PAN :
Dated 27.05.2023 : As per circular issued by CBDT on 28th , March 2023 , the consequences of not linking Aadhaar with PAN making PAN inoperative will be :
(i) refund of any amount of tax or part thereof, due under the provisions of the Act shall not be made to him;(ii) interest shall not be payable to him on such refund for the period, beginning with the date specified under sub-rule (4) of rule 114AAA and ending with the date on which it becomes operative;
(iii) where tax is deductible under Chapter XVJJ-B in case of such person, such tax shall be deducted at higher rate, in accordance with the provisions of section 206AA;(iv) where tax is collectible at source under Chapter XVJJ-BB in case of such person, such tax shall be collected at higher rate, in accordance with the provisions of section 206CC.

FINANCE MINISTRY EXTENDS DEADLINE FOR PAN AADHAAR LINK AGAIN
Dated 28.03.2023 : Ministry of Finance has again extended deadline for linking of Aadhaar to PAN to 30 .06.2023 . Hence the persons who are yet to link their Aadhaar with PAN can do it now till 30.06.2023 .
If you do not link your aadhar with your PAN Number by the deadline , your PAN can be deactivated and your PAN will become inoperative . If you are required to quote your PAN for any transaction , quoting of the inoperative PAN will be of no avail and will be treated as if a PAN is not quoted .
As per section 272B of Income tax act , failure to quote PAN number will attract a penalty of Rs 10,000 if the transaction requires quoting of the Permanent account Number .

IT DEPARTMENT URGES FOR PAN -AADHAAR LINKING

If you do not link your aadhaar with your PAN Number by the deadline of 31.03.2023 , your PAN can be deactivated and your PAN will become inoperative . If you are required to quote your PAN for any transaction , quoting of the inoperative PAN will be of no avail and will be treated as if a PAN is not quoted .
Hence income tax department is urging PAN cardholders , who are not in exempted category , to link their pan before it is too late . Please note that following are exempted from linking their PAN to Aadhaar :
a. Non Resident Indians
b. Residents of the states of Jammu & Kashmir , Assam and Meghalaya c. All Residents of age 80 years and above
d. Non Indian Citizens .Presently , till 31.03.2023 , PAN holders are allowed to link their PAN numbers with their Aadhaar with a payment of a fee of Rs 1,000/- .
How to pay fee for linking Aadhaar with PAN ?
Dated 02.06.2022 : As per their press release dated 30.03.2022 , one has to pay a fee of Rs 500 to link your PAN number with your Aadhaar from 01.04.2022 till 30th June 2022 . Thereafter one has to pay a fee of Rs 1,000 to link your PAN with Aadhaar till 31.03.2023 .
HOW TO FEE FOR LINKING PAN WITH AADHAAR THROUGH NSDL WEBSITE ?
Procedure for e-payment of Income Tax :
Step-1To pay taxes online, login to NSDL WEBSITE :
Step-2Select the relevant challan i.e. ITNS 280 and proceed
Step-3Enter PAN and other mandatory challan details like accounting head under which payment is made, address of the tax payer and the bank through which payment is to be made etc. Mention Tax Applicable as (0021) Income Tax (Other than Companies) and Type of payment as (500) Other Receipts . Make Assessment year as 2023-24 .
Step-4On submission of data entered, a confirmation screen will be displayed. If PAN is valid as per the ITD PAN master, then the full name of the taxpayer as per the master will be displayed on the confirmation screen.
Step-5On confirmation of the data so entered, the taxpayer will be directed to the net-banking site of the bank.
Step-6The taxpayer has to login to the net-banking site with the user id / password provided by the bank for net-banking purpose and enter payment details at the bank site.
Step-7On successful payment a challan counterfoil will be displayed containing CIN, payment details and bank name through which e-payment has been made. This counterfoil is proof of payment being made.
Step 8 :
The payment made at NSDL (now Protean) takes few days to reflect at the e-Filing portal, so taxpayer is advised to attempt raising PAN-Aadhaar linking request after 4-5 days of making payment. Special note : Any wrong payment done to 500 -other receipts is not refundable .
Please note that following are exempted from linking their PAN to Aadhaar :
a. Non Resident Indians
b. Residents of the states of Jammu & Kashmir , Assam and Meghalaya c. All Residents of age 80 years and above
d. Non Indian Citizens .
LINK PAN AADHAAR IN NEW E-FILING WEBPORTAL
You can link your PAN number to your Aadhaar in the new e-filing website of Income Tax Department in the following way
1. Go to e-filing new web site by clicking here
2. Fill your PAN Number , Aadhaar Number , Name as given in Aaadhar and Mobile number linked to Aadhaar 3. Click on ” Link Aadhaar “
PAY FEE TO LINK YOUR AADHAAR WITH PAN FROM TOMORROW :
Dated 31.03.2022 : Today is the last day to link your Aadhaar with your PAN without any charges . Tomorrow onward , you have to pay a fee of Rs 500 to link your PAN number with your Aadhaar till 30th June 2022 . Thereafter you have to pay a fee of Rs 1,000 to link your PAN with Aadhaar till 31.03.2023 . To this effect , CBDT has amended the income Tax Act 1961 as per their press release dated 30.03.2022

As per the act , if a person does not links PAN with Aadhaar by 31st , March 2023 now .
(i) The person shall not be able to file return using the inoperative PAN(ii) Pending returns will not be processed
(iii) Pending refunds cannot be issued to inoperative PANs(iv) Pending proceedings as in the case of defective returns cannot be completed once
the PAN is inoperative(v) Tax will be required to be deducted at a higher rate as PAN becomes inoperative
