LIFE CERTIFICATES FOR PENSIONERS
More than One Crore families in India can be classified as pensioner families, where the pension disbursed by the various government bodies forms the basis for their income and sustainability. There are about Fifty Lakh pensioners of the Central Government and a similar number of the various State and UT Governments and various other government agencies. This includes pensioners from the various public sector enterprises. In addition to this Army and Defence Personnel drawing pension exceeds Twenty-five lakhs.
One of the major requisite for the pensioners post their retirement from service, is to provide life certificates every year , normally in the month of November , to the authorized pension disbursing agencies like Banks, Post offices etc., following which their pension is credited to their account.
VARIOUS MODES OF SUBMISSION OF LIFE CERIFICATES :
A. Manually :
1. BY VISTING PENSION PAYING OFFICE :
Life certificate can be submitted by the pensioners in November month by visiting Pension paying banks or Pension Disbursing Agency . In order to get this life certificate the individual drawing the pension is required to either personally present oneself before the Pension Disbursing Agency or have the Life Certificate issued by authority where they have served earlier and have it delivered to the disbursing agency.
2. WITHOUT VISITING PENSION PAYING OFFICES :
Pensioners who cannot visit pension paying office , can produce specified Life Certificates forms issued by Designated Officials . Designated officials include Magistrate , Police officer above the rank of Sub Inspector , Registrar , Post Master , Gazetted Officers , Class 1 officers of RBI / SBI , Member of Parliament , BDO , Village panchayat Heads
B. Digitally : Pensioners can also submit Life certificates , from the comfort of their homes , by using various Digital applications . Some of the such applications are
1. Jeevan Praman services of Government of India .
2. IPPB Services using the services of postmen .

4. FACE AUTHENTICATION SERVICE OF AADHAR ( App under testing )

SUPER SENIOR CITIZENS CAN SUBMIT LIFE CERTIFICATES NOW
Dated 02.10.2024 : The Pensioners/Family Pensioners have to submit the Life certificates from 1st November to 30th November 2024 . However Pensioners in the age group of 80 years & above can .submit life certificate from 01.10.2024 itself .
Life Certificate through Face Recognition App of Aadhaar :
FACE RECOGNITION APP OF AADHAR FOR ISSUE OF LIFE CERTIFICATES
Pensioners can submit Digital Life certificates using Digital Application called " AadhaarFaceRd " developed by UIDAI .The App is available in Google playstore . The App takes live photograph of the Pensioner and authenticates it with an Aadhaar photograph .
One can go to Google Play store and download the " AppAadhaarFaceRd " . After downloading the App , you also have to download Jeevan praman Face Application from Jeevan praman website https://jeevanpramaan.gov.in/package/download . There you click on " Client Installation & User-Manual for Android Face App " Once you submit your email id, a link will be sent to your email. With the link, you will be able to download the App .
You may install the App in your mobile by submitting required information like mobile number , email and OTP . The person who downloads the APP may not be a pensioner and can issue Digital Life Certificates for many pensioners .However ,each pensioner , who wants to submit a life certificate has to authenticate his details in the Application . The details are PPO Number , pension account number , Pension authority , Pension disbursing office etc .
Then Face of the pensioner has to be scanned and submitted . Finally DLC will be generated.

JEEVAN PRAMAAN DIGITAL LIFE CERTIFICATE :
WHAT IS JEEVAN PRAMAN AND JEEVAN PRAMAAN PATRA ?
As a Digital India initiative to facilitate Pensioners, Ministry of Electronics & Information Technology (MeitY) has launched Jeevan Pramaan portal. Now the pensioner need not visit office of Disbursing Agency for physical submission of Life Certificate and may use the Aadhaar enabled Biometric authentication mechanism to generate Digital Life Certificate. Digital Life Certificate for Pensioners Scheme of the Government of India known as Jeevan Pramaan seeks to address this very problem by digitizing the whole process of securing the life certificate. The life certificate is also called Jeevan pramaan Patra
Advantages of Digital Life Certificate (DLCs):
1. It may be generated from anywhere including home if the Windows/Android based device is having an Internet and STQC certified Bio metric device connected to it is available.
2. Auto SMS to pensioners regarding DLC.
3 . Auto transfer of DLC to Pension Disbursing Agency.
4. Sending SMS by Pension Disbursing Agency after processing
Jeevan Praman services can be obtained normally through Jeevan Praman centres or Common Services Centres .

WHO CAN USE DLC SERVICES ?
The pensioners of Central Government , State Governments , Defence , banks and various public sector undertakings can avail the facility of Doorstep Digital Life certificate services . Some of the Rural bank are also participating in the scheme .

PRE-REQUISITE FOR AVAILING DLC SERVICE :
1. Pensioner must have an Aadhaar Number and a Mobile Number .
2. Aadhaar number should have been registered with Pension Disbursing Authority .
3. Pensioner must provide following information when postmen visit your premises :
a. PPO Number
b. Type of pension
c. Sanctioning Authority
d. Disbursing Agency
e. Bank account number relating to pension
( For central Government staff , sanctioning authority is the central government and disbursal agency is the concerned bank . DIGITAL LIFE CERTIFICATE - DOORSTEP SERVICE THROUGH POSTMEN
In this direction , Government of India has brought out the service of digital Life Certificate ( DLC ) using the network of Post Offices / postmen through India post Payment Bank . Postman will visit your place, do the bio-metrics, and generate a Digital life certificate for you
To book the service from IPPB , a pensioner can go either to a post office or call@ call centre 155299 or 033- 22029000
Charges for issue of Life Certificate by IPPB :
IPPB collects a charge of Rs 70 ( Inculsive of GST ) whether you obtain through nearby post office or through Postman at your door . There is no additional charge to be paid for the Doorstep service . Charges will be collected only on successful generation of DLC .
Life Certificates through Doorstep Banking Services :
Pensioners who are drawing pensions through Public Sector banks can use the DOORSTEP BANKING SERVICES and submit the Life certificates from their homes , if they reside in cities and towns served by DBS . For details , CLICK HERE
